Yeah, both layers a backdrilled / machined, on one layer to provide clearance for the nut, and the other to allow the front of the switch to be flush with the panel. Both are 6mm thick.

It appears that you backdrilled your front panel and attached the switches to the 2nd layer as suspected. Looking good!
